The Rhode Island Center for Law and Public Policy provides legal services to Individuals and Families, Senior Citizens, Non-Profit Organizations, and Small Businesses. Please read below for specific eligibility requirements and program pages.


Small Business Development Program

Every year thousands of new business entities (for-profit and non-profit) register with the Corporations Division of the Rhode Island Secretary of State. Since there are so many ways to organize a business, each with various legal consequences, RICLAPP has a program specifically designed to meet the needs of establishing and developing for-profit and non-profit small businesses. In 2009 RICLAPP launched its small business development program to target aspiring entrepreneurs, establish new businesses, and develop existing businesses.

Senior Citizen Service Program

Elder Rhode Islanders have a need for a variety of legal services. Whether it is end-of-life planning, Medicare/Medicaid issues, housing, debt collection fraud, or any number of other issues related to age, RICLAPP provides a variety of legal services to address these issues. RICLAPP offers legal counsel and services to any senior in need.

Beginning in June 2009 RICLAPP has partnered with senior centers throughout the state to take the Senior Citizen Services Program even further by bringing legal services directly to seniors. RICLAPP's Senior Legal Clinic Program is happy to count the Cranston, Pilgrim, East Greenwich, Westminster, and Woonsocket Senior Centers as partners in this program to allow seniors access to much needed services and counsel.

Individual and Family Services

Often, those who find themselves most in need of legal services are least able to afford them. RICLAPP will provide legal counsel and services to individuals and families whose annual income is up to 300% above the federal poverty line. Those who have an annual income at or below the poverty line are qualified for pro bono services. RICLAPP is prepared to work with individuals and families on a variety of civil issues such as, housing, education, and employment.

Eligibility Requirements

Do You Qualify For Individual, Family, or Senior Services?

If you are unsure whether you are qualified to receive services from the Individual and Family Services Program or the Senior Citizen Services Program, please determine which income bracket you fit into by clicking on the link to the Annual Income Chart.

After you determine your income bracket, please review the Individual and Family Services Price List or the Senior Citizen Services Price List to determine fees.

Do You Qualify For The Individual and Family Services Program or Senior Citizen Services Program?

Individuals who are 55 years and older qualify for RICLAPP's Senior Citizen Services Program. Any person under the age of 55, qualifies for the Individual and Family Services Program.

Do You Qualify For Pro Bono Services?

Individuals, Families, and Senior Citizens who have an annual income that is determined to be at or below the Federal Poverty Line are eligible for pro bono services. New non-profit organizations that have an annual budget under $5,000 are eligible for pro bono services. Established non-profit organizations with an annual budget under $15,000 are elgible for pro bono services.

Do You Qualify For Small Business Services?

Non-profit and for-profit businesses with an annual budget under $250,000 are eligible to receive services from RICLAPP. If you are an eligible small business, please review the Small Business Price List.

Do You Qualify For A RICLAPP Membership?

Only established for-profit and non-profit small businesses are eligible for a RICLAPP membership. Memberships allow the business to purchase the amount of hours needed for a flat rate. If you are an eligible small business and would like more information about RICLAPP's memberships please download either the Small Business Membership or the Non-Profit Membership form.
